The activities carried out by the Centre for Post-Graduate Training and Research in Understanding and Managing Extremes (UME), hosted at the EUCENTRE Foundation, have as fundamental object the higher education and research in the field of disaster risk assessment, management of extreme situations and risk mitigation.

Since 2011 the Centre supports the Advanced Post-Graduate School UME (Understanding and Managing Extremes, www.umeschool.it) of the IUSS-Pavia in terms of research and training in fields of probabilistic assessment, risk mitigation and management of post-disasters emergencies.The activities of the UME Centre are carried out at IUSS-Pavia and Eucentre Foundation (www.euncetre.it) with a strong collaboration between IUSS and Eucentre staff.The training includes Master and Doctoral programmes, short courses and advanced seminars focusing on targeted topics.The personnel of the UME Centre is directly involved in the organization of the educational offer, being supervisor of the MSc and PhD students and managing the Centre itself.

Training and Research Areas

The training and research activities of the UME Centre are focused on:

  • Assessment of the risks associated with extreme events, using advanced methods of modelling, analysis and statistical/probability calculation, primarily focusing on natural disasters, such as hurricanes, earthquakes, fires, landslides and floods, and with extensions to topics related to climate, desertification, human-made and technological risks.
  • Management of extreme situations and emergencies, including legal and institutional models (with topics of law, economics, management of resources) and models of financing and risk transfer (with topics of finance and insurance);
  • Engineering for risk mitigation, which considers the evaluation of exposure and the estimation of damages and losses, in order to increase the built environment and capacity of society to deal with extreme events.

The actual training offer of the UME Centre is based on the following programmes and courses:

Master Programmes

  • Master in Earthquake Engineering and Engineering Seismology – ROSE Programme (path without mobility; joint degree with the University of Pavia);
  • Erasmus Mundus Master in Earthquake Engineering and Engineering Seismology – MEEES Programme (path with mobility; joint degree with the University of Grenoble, University of Patras and Middle East Technical University);
  • Master in Risk and Emergency Management – REM Programme (joint degree with the University of Pavia).
  • Master in Environmental Chemical Risk – ECR Programme (joint degree with the University of Pavia).

Doctoral Programme

PhD in Understanding and Managing Extremes (UME) with three curricula:

  • Earthquake Engineering and Engineering Seismology – ROSE Programme;
  • Risk and Emergency Management – REM Programme;
  • Weather Related Risk – WRR Programme.

 

The MSc and PhD Programmes, as well as the research areas of the UME Centre, will be enriched by new curricula in the near future, such as:

- Nuclear risk, based on the current Master in Technologies for Nuclear and Ionizing Radiation, which covers the main specializations in the field of “no power” nuclear activities, that will be integrated with the risk assessment and management, and consequent impact on the surrounding environment, linked to systems equipped with nuclear technology ("power") exposed to natural and man-made extreme events.

- Legal implications in emergency situations including research on methodologies and tools of international law in relation to disaster management, tax law topics, prevention and emergency response funding.
