On 24 November 2025, Milan will host a full day dedicated to the space economy, promoted by Insurance Skills Jam – Il Convivio Assicurativo, an association that since 2009 has fostered interdisciplinary dialogue, skills development and innovation in the insurance sector.

The space economy is today one of the most dynamic and strategic areas of global innovation. The technologies and resources deployed in space activities represent a high-value investment domain structured around two main segments: upstream operations, linked to the production of satellites and launchers, and downstream operations, which include the collection, management and distribution of data. Italy has acted promptly in this context, adopting an advanced regulatory framework with Law No. 89 of 13 June 2025, pending alignment with future European legislation.

Despite the growing centrality of data in defining risk profiles, the insurance market has not yet developed a fully adequate interest in the new challenges posed by space activities. For this reason, the conference aims to foster a concrete dialogue between legislators, industry and the insurance sector, in order to clearly outline opportunities, responsibilities and areas of action.
The space economy must be governed today to avoid being excluded tomorrow: the event will explore how space innovation and insurance can jointly contribute to the future of the global economy.

Highlighting the relevance of the topic and the increasing role of higher education and research in the debate on space policy, the Rector of the Scuola Universitaria Superiore IUSS Pavia, Prof. Mario Martina, will take part in the Industry & Data session, offering a scientific perspective on the relationship between technology, risk and society in the emerging space landscape.

Programme

The event will open at 9:30 with institutional greetings and introductory remarks by Massimo Michaud (President of CINEAS), a representative of the Board of Directors of the Convivio Assicurativo, and Pietro Giorgio Celestino, insurance expert and City Councillor of Milan.

At 10:00, the keynote speech will be delivered by Hon. Andrea Mascaretti, President of the Parliamentary Intergroup for the Space Economy and rapporteur of the new national space framework law.
At 10:30, Prof. Anna Masutti (University of Bologna, President of A.I.D.A. E.R.) will address the European framework and the proposed EU Space Act.
At 11:00, Avv. Flavia Melillo (ANIA) will discuss liability and insurance in outer space.

Starting at 11:30, the Industry & Data session, moderated by Maurizio Ballabio, will examine space activities and their associated Earth-based risks, featuring contributions from Alberto Carboni (Confindustria), Guido Parissenti (Apogeo Space), and IUSS Rector, Prof. Mario Martina.

The morning will conclude at 12:30 with the Market & Risk Management session, moderated by Mario Vatta, with talks by Denis Bousquet (AXA XL), Alessandro Paravano (Politecnico di Milano) and Leonora Siccardi (AON Reinsurance Solutions).
